Sida Terms of Reference
Sida has commissioned Indevelop to carry out a Mid-Term Review of the Bio-Fuel project support to the Ministry of Energy and Minerals of Tanzania.
The objective of this assignment is to review the project support by Sweden and Norway in the respect of the below mentioned objectives, and to provide recommendations for a possible continuation of the project:
- To contribute in a sustainable biofuels industry and realisation of increased investments in contributing to important development objectives of Tanzania
- To review and strengthened the policies, legislation, regulatory and to ensure that the institutional framework is in place to support the development of a biofuels industry that contributes to sustainable development objectives of Tanzania.
The review shall ascertain whether the project has achieved the intended goals, which include but not be limited to the strengthening of the organisational capacity, strengthening the capacity of financial institutions in assessing biofuels industry from a financial and fiscal perspectives and to increase awareness and public support of Tanzanians in the biofuels industry.
