Increasing access to modern energy services in rural areas is an important cornerstone in the Government of Republic of Zambia (GRZ)'s efforts to combat poverty and stimulate economic and social development. In 2004, the Rural Electrification Authority (REA) and the Rural Electrification Fund (REF) were established as part of a larger energy sector restructuring. REA's purpose is to increase availability of electricity in rural areas and access to electricity by the rural people.
As a means to assist the establishment of the REA, Sweden financed consulting services for the establishment of the REA and the REF during the period September 2006 - January 2010. Sida has contracted Indevelop to undertake a Mid-Term Review and Evaluation of the Rural Electrification Programme in Zambia.
The objective of the Mid-Term Review and Evaluation is to assess progress and advise if there is any need for adjustment in the ongoing cooperation between Sweden, the Netherlands and Zambia in the area of rural electrification.
