Sida Terms of Reference
Sida has commissioned Indevelop to undertake a review of the Colombian Civil Society in Peace, Human Rights and Democracy, administered by Forum Syd. The creation of a special fund for support to civil society in Colombia, FOS, aims at a more strategic, transparent and cost -efficient support to the national civil society. The Fund is focused on three areas, with corresponding specific results in the Results Framework/Matrix connected to the Development Cooperation Strategy.

The outcome of the evaluation will provide input to the Governing Board in improving the functioning of the model of the Fund FOS in Colombia, including revision of Steering Documents of the Fund and in the up-coming procurement of administrative organisation.
The purpose of the review is to analyse the effectiveness, efficiency, sustainability and relevance of the model of the Fund in fulfilling the outset objectives and propose proposals to modifications to the model.
