Sida Terms of Reference
Sida has contracted Indevelop to conduct an evaluation of the Swedish East African Music Network, a project implemented by SELAM www.selam.se.
The overall aim of the program is to contribute to a self-sustainable and democratic infrastructure within the music sector in East Africa (Tanzania, Ethiopia, Kenya, Uganda). The specific objectives are:
- To increase and improve the performance of musicians associations and music interest organisations, institutions etc.
- To develop capacity within music education, music industry and public agencies
- To raise awareness within civil society, private sector and policy makers of the importance and potentials of music to socio-economical development
- To establish networks between professional actors within the music sector. On local, national, regional and international levels.
An in depth, result-oriented evaluation of the programme will be carried out August-October 2011. The evaluation will have two parts a) a backward looking part with focus on results and learning and b) a forward looking part with focus on strategic improvements and future funding opportunities. The evaluation will provide SELAM with tools to improve the program and to access alternative funding.
