Since 2009 Sida's support for a stronger civil society strengthening the democratization process through working with peace and security issues in Zimbabwe has been channelled through Diakonia under the so called "Diakonia Zimbabwe Programme 2009 -2011.
The overall purpose of the evaluation is to define Diakonias comparative advantages and assess what impact Diakonia has made in Zimbabwe. Generally, the evaluation is expected to provide an assessment of the performance of the programme as well as of Diakonia as a development actor over the period 2009-2011. The evaluation shall present recommendations that could support the future development of the program considering the context and existing opportunities in the country that can be harnessed as well as internal and external risks which have to be managed.
