Training of staff of State Compulsory Health Insurance Agency, Ministry of Welfare

Assisting the Ministry of Welfare in pursuing the aims and objectives of the Latvian Health Reform Project and its four components by conducting a comprehensive training package.

Background:

InDevelop performed a World Bank financed Health Reform Project in Latvia, where the purpose was to support the Government of Latvia in the implementation of a long-term health services restructuring strategy. The development objective was to create a framework for a modern and effective health care system, including policy reforms, institution building and skills development for the health financing system, health investment policy, primary health care reform, hospital restructuring and effective public health programmes.

 

Services Provided:

A comprehensive training package was conducted to support development of adequate infrastructure, skills in general and the necessary functions for the main involved institutions: State Compulsory Health Insurance Agency, Ministry of Welfare, Regional Sickness Funds, Health Statistics and Medical Technology Agency, and the Health Promotion Agency.

 

The training package consisted of the following 8 programmes:

2. Comprehension of the Health Care Reform and Inter-institutional Co-operation

3. Project Management

4. Purchasing of Health Care Services

5. Training of Non-professionals/Politicians

6. Audit, Monitoring and Control of Health Care Organisations

7. Health Care Economics

8. Total Quality Management
