Technical Assistance to the Joint Annual Performance Assessment in the Health Sector

Providing technical assistance and facilitating a consensus between the Ministry of Health and its partners on the objectives of the Joint Annual Performance Assessment (JAR) on a definition of a standardized methodology for future Joint Annual Performance Assessments of the health sector.

Specific objectives:

Reviewing the process of the different "JAR" held in Mozambique up until 2009 by analyzing

  • the perception of the usefulness, quality and necessity of the various methods of information gathering used in earlier "JAR";the degree of alignment of the "JAR" with the Government's own evaluation processes;
  • the level up to which the former "JAR" methodologies used have allowed an independent and objective evaluation in the past;
  • the level up to which the "JAR" process allows for an active and inclusive participation of the Provinces and suggest elements for improvement;
  • the level up to which the "JAR" process allows for an active and inclusive participation of civil society and suggest elements for improvement;
  • what the mechanisms are for sharing the results of the "JAR" in the health sector on different levels as well as with the Mozambican society in general;
  • the type of technical assistance used in past "JAR", including the quality of the technical support offered and the process of contracting, and suggest elements for improvement.

 

Services provided:

  • Team Leader who lead a team of three experts in providing the technical assistance to the Joint Annual Review;
  • Facilitated the annual Joint Annual Review process ;
  • Facilitated workshop with Ministry of Health and development partners with objective to discuss perception of past JAR and obtain consensus on the vision and objectives for future JAR;
  • Proposed a new methodology for future Joint Annual Performance Assessment.
