Evaluation to determine the relevance of the programme based on the Swedish Humanitarian Policy, the results attained, and the organisational capacity of the Swera Colombia to deliver humanitarian assistance.

The objectives of the evaluation were more specifically to assess

• The relevance of the Colombia programme. This includes, inter alia, assessing Swera´s capacity to - on a regular basis - monitor, identify and act upon the most striking humanitarian needs (needs-based management).
• The relevance of Swera and its respective partner organisations in Colombia: their roles, added values, and complementarities.
• The organisational capacity of  Swera (policy and method, quality assurance system, personnel administration and human resources, administrative systems and routines, financial control, monitoring and evaluation capacity)
• The results of the Colombia programme as per established objectives, efficiency (cost-effectiveness), effectiveness, external effectiveness, coverage, humanitarian coordination and partnerships.
