Support to the Central Board of Health in Lusaka, Zambia

Providing a Senior Advisor and Assistant Advisor to the DG, Central Board of Health, Zambia.

Background:

Sweden has been supporting the health sector in Zambia since the early 1970's. In the health support agreement covering the period 2002-2005 around 70 % was allocated to the common basket, while the major part of the remaining 30% was used for policy development and institutional capacity development of key Zambian health institutions.

 

Objective:

The project included support to the Central Board of Health (CBoH) to assist in capacity development activities. The aim of the support was to build capacity within the organisation to play its role in the health sector as the national technical administrative body responsible for the overall provision and development of health services.

 

Services Provided:

The support was provided through two technical advisors, one Senior Advisor and one Planning Advisor.

Senior Adviser to the DG:

Overall responsibility to guide and support the continued development of the CBoH,

  • Further defining of the roles and responsibilities of the CBoH and developing the capacity of the organisation to fulfill them;
  • Developing and safeguarding the division of tasks between the MoH, CBoH and the Health Management Boards;
  • Assist in developing the modus operandi of the organisation and support the development of a client-centered organisational culture;
  • Build capacity at Senior Management and Board level.

 

Assistant adviser:

Overall responsibility to support the development of the planning process required to support the health sector reform implementation;

  • Support CBoH planning capacity and the Annual Action Plan;
  • Strengthen the capacity to coordinate and monitor progress reports and to review and follow up plans;
  • Strengthen capacity in health economics and its utility in planning;
  • Strengthen the link to human resource planning and development.
