Secondment to UNICEF´s Strengthening District Health Services project personnel
Objective:
The objective of the project was to improve the health conditions of women and children in five provinces, through provision of technical and financial support to Provincial Government and non-governmental partners with an emphasis on developing a multisectoral approach to health and nutrition problems.
More specifically the purpose was to:
- expand access to and increase utilisation of quality essential health services throughout the two provinces,
- improve the health knowledge of the family/household to enable them to better prevent and manage the health problems,
- put into place effective systems for monitoring the health status of the population.
Services provided:
1993- 1997 Provincial Health Adviser
- Development and implementation of provincial and district plans of action for delivery of essential health services;
- Defining and implementing plans for rebuilding health services infrastructure, development of HR capacity, ensuring adequate resources including annual budgeting and financial management, development of integrated supervision systems;
- Technical and organizational support to provincial intersectional HIV secretariat to plan and implement HIV/AIDS activities;
- Technical support to community based partners undertaking village health initiatives;
- Developing and implementing a plan for developing and using health information;
- Planning, progress reporting, project administration.
1997 - 1999
- Organising and motivating four expatriate provincial health advisors (PHA) and supporting staff;
- Organising and effectively orient seven new national staff for the SDHS project;
- Accelerating implementation of current and planned HIV/AIDS and safe motherhood interventions in the SDHS project;
- Preparing quarterly SDHS project progress reports and draft donor report;
- Maintaining up to date SDHS plans and budgets and oversee funds expenditure to ensure a high expenditure level and early cash assistance liquidations;
- Completing a district baseline survey report;
- Negotiating and finalising consultancy contracts for health centre foundation training and surgical training;
- Providing support to the Ministry of Health to manage the consultancies including frequent progress review meetings;
- Providing technical advice into the national primary health care policy development process.
