Secondment to UNICEF´s support to the Provincial Health Department

The main aim of the consultancy was to act as a catalyst for improving the health conditions of women and children in Siem Riep and Battambang provinces, through provision of technical support to Provincial Government and non-governmental partners with an emphasis on developing a multisectoral approach to health and nutrition problems.

 

Objectives more specifically were to:

  • expand access to and increase utilisation of quality essential health services throughout the two provinces,
  • improve the health knowledge of the family/household to enable them to better prevent and manage the health problems,
  • put into place effective systems for monitoring the health status of the population.

 

Services provided:

Technical and financial assistance to Provincial and District Health Authorities in the two provinces to be able to:

  • Technical and organisational support to increase capacity of the provincial inter-sectoral HIV/AIDS Secretariat to effectively implement multi-sectoral HIV/AIDS activities in the provinces.
  • Technical support to community based partners undertaking village health initiatives.
  • Development and implementation a plan for generation and use of health information.
  • Responsible for UNICEF project planning and administration including financial and progress reporting, annual plans of action and reviews, donor reporting.

 

  • Develop and implement a provincial plan of action and district plans of action for delivery of essential health services through a network of health centres end district referral hospitals focussing on the needs of women and children. With these plans define and implement specific plans for:
  1. rebuilding of the health services infrastructure,
  2. development of human resources capacity at the operational, support and community level,
  3. ensure adequate resourcing, ensuring regular supply of essential drugs and equipment and coordination of other resource inputs,
  4. coordination of IO, World Bank and NGO assistance towards meeting provincial health priorities,
  5. development of integrated supervision systems from province to district and district to health centre,
  6. piloting community participation.
