Reform of the official statistics in Ukraine

Ukraine, 2006, State Statistics Committee of Ukraine, EU-TACIS

Supporting State Statistics Committee, Ukraine, in improving the official statistical system to be able to provide data meeting EU and international standards.

Specific objectives were:

• To have the technical capacities of the State Statistics Committee of Ukraine strengthened in selected areas;
• To improve the provision of appropriate statistics to policy and decision-makers;
• To improve the relations of the State Statistics Committee with the users;
• To support better comprehension and implementation of the requirements of a modern statistical system, including data confidentiality, improvement of the multi-annual planning, management etc.;
• To create a basis for drawing up a strategy for harmonising the Ukrainian statistics system with European standards;
• To comply PCA requirements.

Project implementation resulted in the following:

• Staff with enhanced knowledge or skills in-post;
• National methodology was adapted to EU standards and requirements;
• Quality of statistical data improved in selected areas;
• A global picture of the present state of the art of Ukrainian statistics;
• Production of statistical data in new areas;
• Improved relations with users in terms of increased publication/dissemination of statistical information:
• Improved managerial, planning and strategic capabilities of the State Statistics Committee.
