Monitoring of the implementation of the Capacity Development of the Standing Conference of Towns and Municipalities
Background:
In April 2006 Sida decided to support a second phase of the STCM project in the Republic of Serbia.
The Assignment included:
- To assess the overall progress of the project and the implementation of the Strategic Plan;
- The Appraisement of the implementation of the Business Plan and the implementation of the new Internal Organization Act;
- To evaluate if the project is likely to reach its overall goal and expected results set in the project plans and its cost-effectiveness;
- To evaluate sustainability and local ownership.
Services provided:
The consultant collected and analysed reports and documents with the main focus on the project documentation and the report produced by local and international consultants engaged within the project. The information gathered and analysed covered:
- The relevance of the project;
- Organisational aspects and institutional development;
- Transfer of knowledge and development of competence;
- The sustainability of the project activities including a risk analyses
- The gender policy of the project.
