Mid-term review of Urban Primary Health Care Project II
In-depth analysis and independent review of the progress of the second Urban Primary Health Care Project (UPHC II).
Background:
UPHC II had a total budget of US$90million, started in July 2005 and is due to finish in December 2011.
The UPHCP II has four objectives:
- To strengthen and expand provision of primary health care services;
- To strengthen urban primary health care infrastructure;
- To build capacity of city corporations, municipalities and partners (NGOs) in managing provision of primary health care services in urban areas;
- To improve project implementation and conduct operationally relevant research.
Objectives of the mid-term review were:
To provide an in-depth analysis and independent review of the project progress against its agreed purpose and outputs and provide recommendations to improve the impact of the project.
Services provided:
The consultant was part of a team of 6 individuals. Her responsibility was related to evaluating the project in terms of service delivery and pro-poor targeting. This included the following:
- Review the capacity of the service providers to deliver quality health services i.e. Essential Services Package+ (ESP+);
- Assess access of the poor to and use of health services, particularly, how well the service providers perform in reaching the poorest and most vulnerable women and children with particular attention to incentives and constraints to achievement of 30% target of each service being provided to the poor;
- Review quality and choice of services provided and suggest ways for improvement;
- Review equity in the quality of services provided;
- Review levels of different services being offered to the patients ;
- Review quality assurance and the monitoring mechanisms of the service providers;
- Review strategies used by service providers to enable behavioural change for better health awareness.
- Write chapter in MTR report summarizing the above and making recommendations for project improvement.
