Mid-term evaluation of the civil society cooperation programme
The review was a mid-term assessment that was part of the general follow up constituting an important part of the dialogue between Sida and the SUOs for future planning and support. The evaluation provided a more comprehensive picture of the programme by assessing the performance of SUOs against the agreed targets, examining the results of actions and lessons learnt during the on-going implementation process.
The main purpose of the mid-term evaluation was to:
- Assess the performance of SUOs vis-à-vis the target planned.
- Determine how far the various aims and objectives set by the SUOs have been adhered to and what has been achieved.
- Increase Sida's knowledge about the relationship between the SUOs and their local sub-grantees partners.
- Assist the SUOs to better understand their role and also possible internal development.
- Enhance the knowledge among the CSOs about the relevance, possibilities and limits of Sida's co-operation with NGOs and how to improve the processes and handling of future co-operation programme.
- Determine the effectiveness of the support to the management of the programme, establishment of the advisory panel, the requirements in terms of the Embassy's involvement in the implementation phase.
- Assess the likely impact of the co-operation programme in contributing to the achievement of the wider goal and purpose of the programme.
- Provide recommendations as to how the programme can be improved, also taking into consideration the ‘pros' and ‘cons' of a continued Swedish specific programme vis-à-vis the newly developed DAG CSO Capacity Building Programme.
