Mainstreaming Human Rights & Gender in programs NHP II & HSSP II, Uganda

The main objective of the assignment was to ensure that human rights and gender equality standards are addressed in the draft National Health Policy (2009/10-2018/19) and the draft Health Sector Strategic Plan (2009/10-2014/15). 

 

Background:

The overarching policy and strategic framework governing the health sector in Uganda consists of the National Health Policy (NHP) and the Health Sector Strategic Plan (HSSP). The implementation of these is supported by a sector-wide approach (SWAp), which addresses the health sector as a whole in planning and management, and in resource mobilization and allocation. The SWAp is formalised in the Memorandum of Understanding signed by the Government of Uganda and key development partners (donors) in 2005.

 

The assignment's scope of work included:

  • To review and assess human rights and gender aspects in the draft versions of NHP II and HSSP III.
  • To identify and address gaps with regards to human rights and gender-related aspects.
  • To review the monitoring and evaluation framework to ensure inclusion of indicators that facilitate the human rights and gender analysis of the implementation of NHP II and HSSP III.
  • To propose recommendations for the policies, plans, interventions, strategies and activities of the NHP II and HSSP III to be human rights based and gender-sensitive.
