Bonface Fundafunda PhD., MBA., B.Pharm
Manager, Drug Supply Budget Line, Ministry of Health, Zambia
Dr Bonface Fundafunda, is currently on his fifth year as TA to the Ministry of Health, Office of the Permanent Secretary, providing management advice through the innovative Drug Supply Budget Line (DSBL) initiative based at MOH. Key areas of work are, coordinating activities related to procurement and supply chain operations and their management for essential medicines and medical supplies, working closely with various CPs and government institutions such as Medical Stores Limited and the Pharmaceutical Regulatory Authority.
Dr Fundafunda has gained strategic institutional knowledge of the MOH and government vision for public health, resulting in significant contribution to the Sixth National Health Strategic Plan. Major input over the last four years has been the development of Commodity Security (accurate forecasts, assured funding, effective procurement) as the basis for developing systems leading to access to essential medicines and medical supplies for all diseases areas of focus at MOH, including programmes such as Reproductive Health and Nutrition programmes.
Further, the MOH has now taken on board and is implementing the use of long- term procurement framework agreements with pre- qualified suppliers, as a way to manage the procurement environment for public health in Zambia.
Dick Jonsson
Advisor to the Department of Economics, Lusaka University
Professor Dick Jonsson is on his fifth year as advisor to the Department of Economics at Lusaka University, building capacity in health economics at the university, the Ministry of Health and other stakeholders in health in Zambia.
Focuses is on developing and implement a Health Economics Research and Training Program. As part of the program, provision is given to Ministry of Health as studies on health financing, resource allocation and economic evaluations of priority health interventions. The program is producing a number of Master and PhD students in Health Economics.
A recent study was prepared by Professor Jonsson's counterpart Felix Masiye as one of the lead authors. Material and Child Health Intervention Coverage in Zambia. The report is made as a collaboration with University of Zambia and Institute of Health Metrics and Evaluation (IHME).
Adam Lagerstedt
Advisor to the Permanent Secretary, Ministry of Health
Mr Adam Lagerstedt is on his third year as Policy Advisor to the Permanent Secretary of the Ministry of Health. This is his second long term assignment in Zambia as he also worked in the Country 1990-94 The focus of his work has this far been on four areas; (i) SWAP and SWAP related issues,(ii) Management development and performance management issues(iii) Sector financing, and (iv) Governance issues.
In terms of planning, major contributions have been made to the National Health Strategic Plan 2011-15, National Human Resources for Health strategic plan 2011-15, and to the development of the National Health Policy Framework. He has also made contributions to the development and implementation of the Governance action plan, planning for National Health Accounts and for the design to a Social Health insurance scheme. Contributions have also been made towards initiating and designing a sector-wide comprehensive management development/ capacity building concept to strengthen governance systems in the sector
