Integrated Health Care Support to Vientiane Province

Technical assistance for the Province authorities in health care service development. 

Background:

Luxembourg Development is assisting in the development of health services in Vientiane Province, including the establishment of Vientiane Provincial hospital, a 50-bed facility, and provision of integrated health services development throughout the province. 

 

Technical assistance was provided to:

• support the Province health authorities to improve and extend primary health care services through the implementation of a district-based health system;
• support the provincial health department in implementing organisational and financing reforms;
• support the provincial health planning cycle.

 

Tasks performed:

• situation analysis;
• defining targets, priorities, setting targets, reviewing strategies;
• developing plan of action including budget;
• monitoring of activities and resources; evaluation;
• developing a provincial health coverage plan;
• coordination of the organization of the referral system;
• coordination of the implementation of the health information system;
• studying the feasibility of contracting health services;
• coordinating preliminary discussions before implementation of global health financing scheme;
• capacity development of staff skills at all levels.
