Improving Democratic Governance through Information and Communication Technology
The project aimed to create a theoretical framework to facilitate communication between the Ministry of Health and the Kyrgyz citizens by conducting a business-process analysis of the Ministry. The result of the analysis were to serve as starting point of the Ministry's e-government implementation that would significantly increase the access to medical and healthcare information as well as necessary administrative knowledge in order for the Kyrgyz citizens to obtain state medical services on a fair basis all over the country.
Services provided:
- A pilot methodology for a business-processes analysis was developed, in order to enable the Ministry to move to the implementation stage of e-government development;
- Business process analysis was conducted within the Ministry of Health and its subordinate agencies;
- Existent management information systems of the Ministry and subordinate agencies were analysed. Weaknesses of the system were identified;
- Action plans were prepared on the basis of the business-processes analysis in all areas identified in the ‘Project Scope';
- Seminars were developed and held for key persons, and training programs were conducted for managers and for medical specialists on the use of ICT tools in in Bishkek, Tokmok, Kara-Kol and Talas.
