Gender analysis and mainstreaming for EC Sector Policy Support Programme "Economic Stimulation in Rural Moldova", and making gender specific policy recommendations assuring that both men and women benefit from the rural development.

The Consultant ensured that the EC programme design was carried out in gender aware manner e.g. that analysis was made with a gender perspective, that activities for addressing specific gender needs were identified, ensured that policy matrix contained indices for gender equality and that statistics were gender-disaggregated.

 

Tasks performed by the consultant included:

• Identifying constrains to women's economic empowerment and participation in private sector development and making policy recommendations to remedy them.
• Assessment of the extent to which gender concerns have a "voice" in the policy process of development of National Development Strategy of Moldova, especially in the area of economic development, regional /local development, SMEs and business environment.
• Assessing the package of policies and legal frame on regional and local development applying Gender Aware Policy Appraisal.
