Final Evaluation of the Human Resources for Health Project
Provided a Health Policy Expert to perform the evaluation of the Human Resources for the Health Project in Uganda and to make recommendations for the Government of Uganda and the European Commission.
Background of the evaluation:
The overall objective of the evaluated project was to ensure the attainment of a well-trained and motivated workforce to meet the current and future health needs of Uganda, ultimately improving the health status of the population. The project purpose was to strengthen the development of HRH planning and management culture and training capacity to meet the needs of Uganda within the financial resources provided by a regulated mix of public, NGO and private organizations.
The overall objective of the Evaluation were:
To verify, analyze and assess the integration and impact of cross cutting issues in the project. To review all relevant factors and to bring these to the attention of the Government of Uganda and the European Commission.
Services provided:
- Assessment of project-implementation progress and achievements against the pre-set targets;
- Assessment of the project's main strengths, weaknesses and any constraints during the implementation;
- Analysis of the project design and impact on the foreseen beneficiaries;
- Documentation of lessons learned and best practices;
- Providing inputs for decision making by the EU and the Government of Uganda;
- Recommendations related to budget, timeline, regarding the civil works.
