Evaluation of the Forum Syd Advocacy Programme in Belarus and Ukraine
Evaluation of the various projects within Forum Syd’s Advocacy Programme in Belarus and Ukrainian. Assessment of results and outcomes and analysis how they related to the strategic and other choices made.
Background:
The Swedish NGO-Centre for Development Cooperation - Forum Syd - since 2004 conducted an Advocacy Programme with the ambition to increase the cooperation and advocacy skills of non-governmental organisations in Belarus and Ukraine respectively. Participants in the programme were Belarusian/Ukrainian NGOs, forming temporary coalitions around various issues with advocacy potential. Through a kind of mini-grant system resources were allocated to activities in line with the programme's main objective: "Strengthened influence of the civil society in the identification and solution of current problems in society within the area of public policy".
The programme was completed by the end of 2008.
Services provided:
Programme Evaluation (conducting interviews, desk review, analysis and report writing). Main tasks performed:
- Evaluating the fulfilment of the program objectives;
- Assessing which actions and activities were successful and which were not - and analyzing the reasons behind;
- Mapping the strategic - and other - choices made by the coalitions in terms of methods, partners, target groups and types of action taken;
