Evaluation of Swedish support in the Education Sector in Zanzibar

Objectives:

The main objective was to evaluate the relevance, effectiveness, efficiency (including cost efficiency) and sustainability of the Swedish support to the Zanzibar education sector from 2002 until the end of 2006 (and during 2007 for activities mainly financed by Sweden), based on the overall objectives and guiding principles for Swedish development cooperation.

A second objective was to make recommendations regarding continued Swedish support, based on a more general analysis of the development in the sector and of the Zanzibar Education Development Programme.

 

The main tasks were:

  • to assess the programme for construction of classrooms, stores and offices from various aspects;
  • to assess the involvement of the communities in decision-making and their actual contributions and sense of ownership;
  • to assess the added value;
  • to suggest possible improvements in future classroom construction programmes and principles on which such programmes would be based;
  • to assess other construction components supported by Sweden;
  • to assess the capacity in the MoEVT to deal with construction;
  • to assess the process and outcome regarding the new education policy;
  • to assess the outcome in other selected areas where Swedish funds had been used;
  • to analyse the development of the education sector during the past 5 years, identify major challenges and assess how these had been addressed;
  • to assess the Zanzibar Education Development Programme in light of the overall situation of the education sector in Zanzibar;
  • to make recommendations regarding the main issues for the development of the sector and how Swedish support could best contribute to a positive development.
