Evaluation of PACO Impact implemented by the European Council

Evaluation of the project in terms of achievement of project goals, quality in implementation, results, cost effectives and lessons learned. The impact evaluation looked specifically at:

• Long term impact;
• Performance of the Management Centre, the Council of Europe and experts/consultants;
• To what extent the major cross-cutting issues (such as gender perspective, human rights, environment, sustainability, impact on local empowerment) had been mainstreamed;
• The co-operation and co-ordination with present structures and networks (GRECO, Stability Pact etc) for fighting corruption in the region and the use of a regional approach;
• The organisational set up of Management Centre and the PACO IMPACT national Offices respectively;
• The relevance of the Council of Europe methodology;
•  The possibilities of adopting a harmonised approach with another donor(s), with a particular emphasis on EU CARDS 2006.
