District Health Services Project
The project aimed at strengthening management and planning capacity at district level nation-wide and at enhancing the capacity of the Ministry of Health to provide health policy leadership and to decentralise services. Furthermore, it supported the design and implementation of an essential health care package at district level in line with the ideas in the 1993 World Development Report. It has also been instrumental in setting up the administrative frameworks (Planning methods and financial management systems, especially at district level) being the fundament upon which the SWAp-processes were based.
The project included the following components:
- Piloting of essential health services package;
- Demonstration and implementation of an essential health services package;
- Capacity development for district health administration in all districts in the country;
- Capacity development at central level within the Ministry of Health to support the decentralisation process.
