Development of a Comprehensive Health Strategy in Tajikistan

Providing technical support to the Secretariat for Development of the Comprehensive Health Strategy

Background:

During 2009 and the beginning of 2010 the Ministry of Health (MoH) of the Republic of Tajikistan developed a Comprehensive Health Strategy for the period up until 2020. This Strategy Development Process was rather unique by its scope and was regarded as a first real step towards a SWAp in health and was supported by ten different donors: DFID, EC, SDC, Sida, UNFPA, UNDP, UNICEF, USAID, WHO and the World Bank.

A Secretariat for Development of the Health Strategy and a team consisting of both national and international technical advisers worked closely with the MoH. The strategy development process covered four components: Governance in Heath, Health Financing, Services Delivery and Resource Generation. In total the process involved a little more than 100 hundred national and international experts and representatives of national and international organisations.

 

Services provided:

Indevelop held a contract with Sida to provide technical support to the Secretariat for Development of the CHS, through one consultant that held the position of International Secretariat Manager.

The Secretariat Manager coordinated and managed the comprehensive large scale writing and analysis process for the crucial national ten-year-document that included contributions from the ten previously named major Development Partners in health, international technical advisers, national advisers and MOH staff.  The Secretariat Manger was also responsible for communication of the process to all national and international stakeholders.
