Evaluation of the Sida project on Decentralisation and local governance in Albania, as well as providing recommendations for continued implementation of the project.Our company participated in a review and formulation of a Sida financed project on decentralization and local governance in Albania. The project aimed to provide Sida and the Ministry of Local Governance and Decentralization in Albania an evaluation of the project performance, as well as to provide recommendations for continued implementation.

The assignment consisted of two main components listed below; the focus of the project was on the identification component.

Evaluation Component:

• Review of the progress of the project related to the revised Project Document
• Review of the cost-effectiveness of the project
• Review of the sustainability of the project
• Review of the implementation approach of the project

 Identification Component:

• Assessing the need and designing support for improving the overall flow of planning, budgeting and monitoring information between local, regional and central levels of government;
• Assessing the need and designing support to strengthen Regional Councils in respect to their role in public expenditure coordination and regional planning;
• Assessing the need and designing support to strengthen the Albanian Associations of Regions (AAR);
• Assessing the need for continuation in the Korca region in order to consolidate the support given to the regional council and the pilot communes;
• Assessing the need and designing support for the MLGD Technical Secretariat of the Inter-Ministerial Committee on Decentralisation (IMCD) in order to lead sector-wide support.
