Assist Ministry of Health in developing a comprehensive plan for Technical Assistance
Background:
The Health sector wished to develop harmonized TA needs within the existing HR strategic plan for the central level MoH in order to fill the gaps. This was one of the activities earmarked by HPAC.
The specific objectives and key tasks were:
- To review the existing TA positions in the MoH;
- To assess the required TA skills needs based on the capacity gaps in the MoH and the current staff structure;
- To review and refine TOR for the identified TA with a purpose of identifying relevant counterparts and reporting channels;
- To compile the TA needs and present them to stakeholders;
- To relate the TA needs to the existing manpower at MoH HQ with a purpose of harmonizing these needs with existing staffing structure in line with HSSPII;
- To review existing and explore different options of modalities of funding TA with a purpose of consolidating the funding arrangements;
- Recommend how MoH/HRD can improve its capacity to continuously develop plans for TA linked to capacity gaps at MoH.
