Assessment of a concept paper on health financing from Clinton Health Access Initiative (CHAI)
The regional Team for HIV/AIDS, Embassy of Sweden in Lusaka, has received a concept note from the Clinton Health Access Initiative (CHAI) requesting Swedish support for a project addressing health financing issues. The Embassy is now considering financing this project as part of the Swedish support within the framework of regional support n the fight against HIV and AIDS.
Indevelop has been contracted by the embassy to review the concept note, assess the proposals in it and propose adjustments to enhance the project.
The basic approach suggested in the document is to assist and collaborate with 4-5 countries in developing long term sustainable health financing plans that include strategies to bridge existing financing gaps, to assist the selected countries with implementing the selected strategies and to share the experiences made with the broader health financing community.
The assignment is to review the draft concept note from CHAI and assess its relevance in relation to:
- the goals for Swedish development assistance
- the relevant policies
- the needs of the countries and
- ongoing activities by other stakeholders
