Sida framework agreement: Gender Equality

Gender equality is at the centre of Sida's mission to promote and create conditions for poverty reduction in partner countries. The Swedish strategy for achieving sustainable results through supporting and promoting the right to freedom of choice, empowerment and access to resources is mainstreaming of gender equality.

Sida's gender mainstreaming strategy often requires external expertise in order to become operational, both in terms of providing input to Sida's own processes and in support of Sida's partners. This framework agreement allows Sida to contract services from Indevelop's highly qualified experts on WEE and GBV, specifically for:

Women's Economic Empowerment

  • removing legal barriers and norms that prevent women's economic   participation and control,
  • recognising, reducing and redistributing of unpaid work and care work,
  • women's access to quality secondary and higher education and gender aware vocational education and training programmes
  • women's access to property, land and other natural resources
  • women's increased opportunities and elimination of discrimination on the labour market (the Decent Work Agenda) including reconciliation of family and work obligations.
  • removing gender specific structural obstacles for women's entrepreneurship, supporting specific entrepreneurship programmes for women, inclusive financial services including micro credit.

Gender Based Violence

  • protection of civilians against gender based violence,
  • changing oppressive gender ideologies that are the basis for gender based violence,
  • service and care for persons exposed to gender based violence, re/integration of and support to victims of trafficking in human beings,
  • building national capacity for accountability for persons exposed of gender based violence.

Indevelop may provide the following types of services under the gender equality framework agreement:

  1. Country/context analysis for input in strategy and policy processes, contribution processes, including feasibility studies and appraisals
  2. Support and advice to partners and/or Sida when developing programmes and projects and during implementation of programmes including quality assurance
  3. Support and advice to Sida in global and regional advocacy or country level dialogue and negotiations
  4. Portfolio reviews, desk studies
  5. Capacity development including training, development of training material, organising seminars etc
  6. Studies and analytical reports, thematic background documents, discussion papers, input to policy processes
  7. Short and long term method support, including strengthening of Results Based Management in programme and strategy development,
  8. Assessments e.g. outcome assessments
