Health systems development
Health Systems consist of all the people and actions whose primary purpose is to promote, restore or maintain health. To build a system with these intents is also working towards other objectives such as services delivered with responsiveness to people´s expectations and to their financial protection.
This includes efforts to influence determinants of health as well as more direct health-improving activities. A health system is therefore more than the pyramid of publicly owned facilities that deliver personal health services. It includes, for example, a mother caring for a sick child at home, private providers, behavior change programs, health campaigns, health insurance organizations, occupational health and safety legislation.
Health systems may be integrated and centrally directed, but often they are not. They have contributed enormously to better health, but their contribution could still be greater, especially for the poor, children, youth and women. Difficulties to achieve that potential are due more to systemic failures than to technical limitations. It is therefore urgent to assess current performance and to judge how health systems can increase their outcome.
